The following guidance is for enforcement authorities and UK food businesses that produce POAO in the UK (Great Britain and Northern Ireland). It outlines the health and identification mark requirements that will allow POAO produced by UK businesses to be placed on Great Britain, Northern Ireland, EU and non-EU markets from 1 January 2021.
What are health and identification marks?
The health mark is applied directly to POAO, typically meat carcases, by the Competent Authority (CA) or under its supervision, and shows the product is fit for human consumption.
In England, Wales and Northern Ireland, the Food Standards Agency (FSA) is the CA. Food Standards Scotland (FSS) has similar responsibility in Scotland.
The identification mark is applied to POAO by food businesses to show it has been produced in an establishment approved in accordance with food safety and hygiene regulations, and is typically applied to wrapping, packaging, or labelling which contains, or is attached to, the POAO.
EU Distribution – If your product is distributed in the European Union, you may need an EU Distribution address listed on the product, label or the packaging. You also won’t be able to use ‘Made in EU’ or EU flags without permission.
Products of Animal Origin– which are sourced in the UK will no longer be able to use the ‘EC’ reference code within the Product of Animal Origin oval, instead requiring ‘UK’ ‘GB’ or ‘United Kingdom’.
CE Conformity Marks– Products sold on the UK cannot only have the European Union CE symbol. This has been replaced with the new UKCA logo, and UKNI logo for goods that are being sold in Northern Ireland, to indicate conformity to standards.

Update your product origin labels-
Products made in the UK should no longer use the EU flag, or other EU related logos. Switch to Made in the UK labels for your country of origin stickers. Block out versions are available for re-labelling.
New distribution address labels-
Need to update address. We can supply address labels of all sizes and also block out versions are available to stick on existing packaging.
You will need an EORI number to move goods between the UK and non-EU countries.
From 1 January 2021 you will need one to move goods between Great Britain (England, Scotland and Wales) and the EU. You may also need one if you move goods to or from Northern Ireland.
If you do not have an EORI, you may have increased costs and delays. For example, if HM Revenue and Customs (HMRC) cannot clear your goods you may have to pay storage fees.
You’ll not usually need an EORI number if you only:
- provide services
- move goods between Northern Ireland and Ireland
If you use a post or parcel company they’ll tell you if you need an EORI number.

Switching to printed labels
Pre-printed bottles, cans or boxes typically have long lead times and less flexibility. By switching to labels you can benefit from short lead times and quick design changes, ensuring that you can follow the latest rules at short notice.
Block out labels
Don’t let your existing stock go to waste. You can use block out labels. These have a special coating to fully cover any printed designs they are stuck on top of.
